May I venture a suggestion? You and your partners get ready to shell out big bucks for a lawyer who is expert at internet law, then ask him to do the transfers for you. Or contact your embassy rep, and ask him to oversee it.

The only way any registrar in its collective "right mind" would transfer/renew a domain for less than $7.06/year is if you also bought other services (e.g. web hosting) through them -- where they still make a net profit on the transaction.
